In February this year, Guangdong launched a major initiative known as "Millions of Talents Gather in Guangdong", aiming to attract one million university graduates to the province for employment and entrepreneurship opportunities.

By mid-July, the initiative had already attracted over one million fresh graduates to stay in or move to Guangdong for work or to start businesses. How did Guangdong achieve this?

First, Guangdong prioritized the employment of university graduates and other young jobseekers. Since the launch of the initiative, several job fairs have been held across the province. On March 16th, Guangzhou hosted a major spring job fair that drew nearly 120,000 students from over 1,000 universities. In April, Guangdong expanded its recruitment efforts by organizing a multi-city spring recruitment campaign in Beijing, Shanghai, Hangzhou, and beyond, offering high-quality positions and bringing opportunities directly to graduates nationwide.

Second, the province has focused on precision matching between talent and employers. Guangdong invited leading tech firms, single-product champion enterprises, and enterprises that use special and sophisticated technologies to produce novel and unique products to recruit talent based on detailed industrial map, significantly improving hiring efficiency. Since March, a total of 21,000 key enterprises has posted 625,000 job vacancies through the "Guangdong Employment Service" mini-program.

Third, Guangdong has introduced supportive policies to ease graduates' concerns across employment, housing, and entrepreneurship. In Guangzhou, the "Talent Green Card" policy offers eligible individuals services including school enrollment for children, house and vehicle purchase, and healthcare. Shenzhen's "Pengcheng Talent Program" provides rewards of up to 10 million yuan for high-level talent. In Foshan, a set of 23 measures was introduced to cover talent recruitment, training, utilization, and incentives.

广东为何吸引超百万高校应届生就业创业？

今年2月，广东提出将吸纳100万高校毕业生来粤就业创业，这项行动被称为“百万英才汇南粤”计划。

截至7月中旬，该行动计划已吸纳超过100万应届高校毕业生留粤来粤就业创业。广东是怎么做到的？

一是坚持把高校毕业生等青年群体就业作为工作重中之重。自“百万英才汇南粤”行动计划实施以来，多场招聘会火热举办。3月16日，广州举办的春季大型综合招聘会，1000多所高校近12万学生参加。4月，广东在北京、上海、杭州等地开展N城联动春季招聘活动，以空前规模、优质岗位和送岗上门将诚意撒向大江南北。

二是推动人才与企业的精准奔赴。广东邀请科技领军企业、制造业单项冠军企业、专精特新企业等带着“产业地图”找人才，有效提升了就业效率。3月以来累计组织2.1万家重点企业在“粤就业”小程序发布62.5万个岗位。

三是暖心政策解人才后顾之忧。暖心政策贯穿就业、安居、创业全链条。广州市实施“人才绿卡”制度，为符合条件的人才提供子女入学、购房购车、医疗保障等一系列便利服务；深圳市推出“鹏城英才计划”，对高层次人才给予最高1000万元的奖励补贴；佛山市出台“人才23条”，从人才引进、培养、使用、激励等方面提出一系列政策措施……
